Fetitioners ABRS-CRBN, formerly (known as the Bolinan Electronics Corporation, and SCAN, Inc., are corporations duly erganized and existing under the laws of the Philippines, respectively. ABS~-CRN was granted temporary permits under Repulic Acts Nos. Sil and Sle as amended by Republic Acts Nos. The permits oranted sy Republic Mets Nos. Sil and Sie, to operate radin anc television stations were convart ac into regular franchises hy the amendatory acts and the name of the orantes yas changed fo "ARS--CAN Rroacdcastinn Corporation", Section 4 of Republic Met No. Sli and Section a of Republic Art Now & contain an ipsse facto clause which reads:

"In the avent af any competing individual, partnership ar carnporation receiving from the Congress a similar temporary gpermit ain which there shall tbe herein granted or tanding to piace the herein grantee ab any cdisadvantage, then such tern ar terms shall, ipso facto, hecome a part of the terms hereof anc shall operate equally in favor of the individual, nartnershin or corporation. ” (Emphasis Durs) Subsequently, Congress enacted Republic Act No. OSG geanting the Radio Communication of the Fhiliopines, Ine. (ROePT), ai franchise toe 'astahlish radio stations for domestic telecommunication which was later amended by Renudtlic Acts “Sos. SOAS and 454, Section 1 of Republic Act No. £0536, as amended by Republic Act No. 2962, provides:

"SECTION 1. (Emphasis Ours) And Section 114 of the same Act, as amended Republic Ack No. 4054, reads:
