In the interest of the service, the temporary detail to the Batasang Pambansa, of the government personnel listed, hereunder, effective October 1, 1980, is hereby authorized:

He shall be entitled to honoraria in the amount equivalent to fifty percent (50%) of his basic salary, chargeable against the Batasan funds and subject to the usual accounting and auditing rules and regulations.
