[ Memorandum Circular No. 117, June 9, 1967 ]

Henceforth, all Presidential committees created to conduct bids and make awards for government purchases shall do so only through public bidding and not by negotiation which should be immediately stopped, unless negotiation follows failure of public bidding.

Strict compliance herewith is enjoined.
