Effective immediately and with the publication of the implementing guidelines on 8, 10, and 11 May 1992 in the Philippine News Day, Manila Times and Philippine Star, respectively, you are hereby directed to strictly implement the provisions of LOI 229 and MC-92-146. All orders, memoranda and circulars in conflict herewith are deemed superseded. Adopted: 25 May 1992
