TO : The Governor Central Bank of the Philippines In support of the Masagana 99 rice production program, you are hereby directed to release by November the total amount of P300 million to the National Grains Authority for its palay, corn and feed grains procurement program. Strict compliance with this Letter of Instruction is desired.
