Pursuant to the provisions of section one of Act Num-bered Five hundred and forty-three, as amended by section one of Act Numbered Six hundred and thirty-nine, Rafael Palma, member of the Philippine Commission, is hereby designated to discharge the duties and exercise the powers of the Secretary of Public Instruction until further orders.
