DDB Board Regulation No. 3 (1985)
PRESCRIBING THE PROCEDURES TO BE FOLLOWED IN THE COMPUTATION OF THE REWARD FOR INFORMANTS ON MORPHINE, MORPHINE SALTS, CODEINE SULFATE, HEROIN BRICK AND POWDER AND PHENOBARBITONE
(NAR) VOL. 1 NO.2 / APRIL - JUNE 1990
[ DDB BOARD REGULATION NO. 3, s. 1985, September 18, 1985 ]
PRESCRIBING THE PROCEDURES TO BE FOLLOWED IN THE COMPUTATION OF THE REWARD FOR INFORMANTS ON MORPHINE, MORPHINE SALTS, CODEINE SULFATE, HEROIN BRICK AND POWDER AND PHENOBARBITONE
Pursuant to the powers vested in the Dangerous Drugs Board under Section 36 (a) and (o) of Republic Act 6425, as amended, and in accordance with the decision of the Board arrived at in its meeting of September 18, 1985, the following regulation is hereby prescribed:
SECTION 1. Rewards for informants shall be computed in accordance with the following procedures:
A. MORPHINE 1. Firstly, determine the % of purity as examined qualitatively and quantitatively by the Chemist;
2. With the known % of purity apply the following formula: MARKET VALUE = Weight % of of xpurityxP120.00 Seizure 24 3. Having determined the Market Value (MV), then MV x 0.05 = AMOUNT OF REWARD B. MORPHINE in the form of salts like Morphine Tartrate (Syrette), Sulfate or Hydrochloride, etc.
1. Convert the Morphine Salts to Morphine Bases by using the formula: Weight Conversion % of MV= of x Factor x purity x P120.00 Seizure (CF) 24MV = 0.05 = AMOUNT OF REWARD Example: One Morphine Syrette contains 0.3g/1.5 ml. In morphine syrette, morphine is in the form of salt — that is the morphine tartrate. Apply the formula: MV = 3001 100 x x P120.00 x0.3 x CF 24 Molecular Weight of Morphine CF = ——————————————— Molecular Weight of Morphine Tartrate 285.3 CF ———= 0.3686 or 0.369 = 774 3001 x 100 MV 0.3 x x ——— x P120.00 = P166,105.34 = 0.369 24 REWARD = P166,105.34 x 0.05 = 8,305.27 C. CODEINE SULFATE (U.S.P.) — Considering it as pure, convert to Morphine, using the following conversion procedure: Morphine (m. wt.) CF ————————— = Codeine Sulfate (m. wt.) 285.3 CF ——— = 0.409 = 696.8 Wt. of MV Codeine 100 x 0.409 x xP120.00 = Sulfate 24 seized 0.409 100 MV 250 x x ——— x P120.00 = P51,125.00 = gms 24REWARD = P51,125.00 x 0.05 = P2,556.25
D. HEROIN
1. Seizure — 325 grams Heroin Brick % of purity MV Weight x ————— x P150.00 = ofseizure 15 69.3 MV P150.00 = 325 gms x ——— x = P225,225.00 15 REWARD = P225,225.00 x 0.05 = P11,261.25 2. Seizure - 275 grams Heroin Powder 68.2 MV 275 x———xP150.00 = P187,549.99 = 15 REWARD = P187,549.99 x 0.05 = P9,377.50 3. Seizure — 48.6 grams Heroin Brick 69.5 MV 48.6 x ——— x P150.00 = P9,377.50 = 15 REWARD = P33,777.00 x 0.05 = P1,688,85 NOTE: If the Heroin is in the form of base, follow the procedure above. If it is in the form of salt, multiply the AMOUNT OF SEIZURE BY CONVERSION FACTOR (CF) as follows:
M. Wt. of Heroin CF ———————— =M. Wt. of Heroin HCL E. PHENOBARBITONE — 15 Kilos Assuming that a 3 gm capsule contains 200 mg phenobarbital — 15 k = 15,000 gms = 15,000,000 mgs. 15,000,000 mgs MV x P2.00 = ———————— = P150,000.00 200 mgs REWARD = P150,000.00 x 0.05 = P7,500.00
SECTION 2. All Board Regulations or portion thereof inconsistent herewith are superseded.
SECTION 3. This Regulation shall take effect after fifteen (15) days following the completion of its publication in the Official Gazette. Adopted: 18 Sept. 1985
