CIRCULAR LETTER NO. CL-2026-003

Subject : Cancellation of the Bangko Sentral ng Pilipinas (BSP) Registration as Remittance Agent with Money Changing/Foreign Exchange Dealing operations of BTI COURIER EXPRESS INCORPORATED

The Monetary Board, in its Resolution No. 1096.A dated 06 November 2025, approved the cancellation of the BSP registration of BT| COURIER EXPRESS INCORPORATED to operate as Remittance Agent with Money Changing/Foreign Exchange Dealing operations, pursuant to Section 901-N (now Section 001-M)! of the Manual of Regulations for Non-Bank Financial Institutions (MORNBEFI), in view of the:

(a) serious and persistent violations of Section 601-N of the MORNBEFI, in relation to Part 9 of Q Regulations of the MORNBFI and Republic Act No. 9160 (The Anti-Money Laundering Act of 2001), as amended, and its Revised Implementing Rules and Regulations; and (b) serious violations of Section 901-N (now M-Regulations) of the MORNBEFI, which include substantial non-compliance with the Deed of Undertaking.
